Is an entitlement always socialism

The most conservative of Americans talk about government handouts, entitlements, if you will, and call these things "socialism," yet few conservatives ever lump in things like the "untouchable" subsidies to big business. Subsidies that supposedly aren't "socialism" yet are government handouts.
